Après l’alinéa 24, insérer l'alinéa suivant : « Préalablement à la décision de suspension d’affection, le chef d’établissement recueille les observations de la personne détenue et, le cas échéant, de son avocat. En cas de nécessité, la personne détenue peut bénéficier de l’aide de l’État pour l’intervention de cet avocat. La décision rendue par le chef d’établissement est motivée. Elle peut être contestée devant le tribunal administratif. »
