Au début, ajouter les quatre alinéas suivants : « I. – Le premier alinéa de l’article 521‑1 du code pénal est ainsi modifié : « 1° Le mot : « deux » est remplacé par le mot : « cinq » ; « 2° Le montant : « 30 000 euros » est remplacé par le montant : « 75 000 euros » ; « 3° Est ajoutée une phrase ainsi rédigée : « La juridiction ne peut prononcer une peine d’emprisonnement d’une durée inférieure à trois ans et de 45 000 euros d’amende que par une décision spécialement motivée. »
