Rédiger ainsi cet article : « La deuxième partie du code des transports est ainsi modifiée : « 1° Après le quatrième alinéa de l’article L. 2100‑3 du code des transports, il est inséré un alinéa ainsi rédigé : « Le Haut Comité du système de transport ferroviaire peut demander au Gouvernement un rapport sur la relance des lignes d’intérêt local ou régional à faible trafic du réseau ferré national. » ; « 2° Le premier alinéa de l’article L. 2111‑2 est complété par une phrase ainsi rédigée : « La fermeture d’une ligne ferroviaire fait l’objet d’un avis conforme des régions concernées. » ; « 3° Au premier alinéa de l’article L. 2111‑21, après le mot : « avis », est inséré le mot : « conforme ».
