Summary

Après le troisième alinéa de l’article 3 de la Constitution, il est inséré un alinéa ainsi rédigé : « Les bulletins blancs entrent en compte pour la détermination des suffrages exprimés et il en est fait mention dans les résultats des scrutins. La loi détermine les conditions dans lesquelles l’insuffisante expression du corps électoral entraîne l’invalidation d’une élection. »
