Summary

Mr. François-Michel Lambert questions the Minister of the Economy and Finance on bank charges applied to individuals, and in particular on their capping. Numerous surveys carried out by consumer associations, including the UFC association What to choose? pointed out the abusive use of bank fees against the least advantaged populations with average fees estimated at around 300 euros compared to 34 euros for a customer in an ordinary situation. These same fees, levied on citizens in great financial difficulty for the most part, contributed, according to a Figaro survey, to 35% of the turnover of retail banks, or an amount of 6.5 billion euros, all banks combined. Online banks, conversely, have been involved in the implementation of a virtuous policy of collecting incident fees, which are, still according to the Figaro survey, six times lower than traditional banks. The capping of bank fees was also supported by the Governor of the Banque de France, who therefore wishes to strengthen the specific “fragile customer” offer by establishing a cap on incident fees. Other associations such as the UNAF plead in favor of a real policy to prevent banking incidents, of closer observation effective and more monitoring of banking accident fees as well as the deployment of a real mission of transparency on banking practices with regard to the most modest households. He therefore asks him by what means he intends to cap bank charges and how he intends to modify situations governed by a contract previously concluded upon the entry into force of the law thus envisaged.
