Summary

Mr. Nicolas Démoulin questions the Minister of Sports on the evolution of the status of professions and diplomas linked to the supervision of physical and sporting activities. Professional fishing instructor-guides are concerned about unfair competition from professions and diplomas linked to the supervision of physical and sporting activities (APS) that a possible reform of their statutes could lead to. Fishing, whether leisure or sport, is classified as APS since 2002, thus opening the right to exercise and make a living as a professional fishing instructor-guide. Indeed, since March 28, 2003, there has been the BPJEPS for freshwater recreational fishing specialties and since January 16, 2006, a capitalizable unit complementary to the BPJEPS which can be found in the national register of French and European professional certifications. This diploma training has since enabled fishing instructor-guides to organize discovery, initiation, entertainment and improvement sessions for their trainees in both freshwater and maritime environments, up to the 1st level of competition. These instructor-guides from qualified training adapt their services in relation to and for the public, safety, duration, ages, supports, environments, fish, equipment and even the calendar and timetables. In addition, these instructors are insured, pay charges, contribute and demonstrate great responsibility when supervising their audiences. It is a profession which also adapts to the challenges of its time, with environmental awareness, preservation of environments, preservation of natural resources, eco-citizenship and protection for the continuity of the water cycle and biotope. All these prerogatives are ensured with regard to the quality of the training “Professional certificate of youth, popular education and sport” which today must not be called into question but valued. He therefore asks him if a change in the status of professions and diplomas linked to the supervision of physical and sporting activities is envisaged by the Government.
