Summary

Ms. Laure de La Raudière draws the attention of the Minister of Solidarity and Health to the development of the trade in cannabinol (CBD), a substance derived from industrial hemp plants. The advantage of authorizing the consumption, possession and use of hemp with very low levels of THC is to offer a product devoid of euphoric effects but heavily loaded with cannabinol (CBD). Users will have a product with relaxing properties without having the perverse effects of cannabis. The legal framework allows the authorization of cannabis varieties without narcotic properties. CBD being halfway between the definition of a narcotic (due to its very low level of THC) and varieties of cannabis devoid of narcotic properties, the Ministry of Solidarity and Health allowed, in November 2017, an exemption concerning CBD e-liquids. Recently, the interministerial mission to combat drugs and addictive behavior as well as the Government opposed the development of the CBD trade. She would like to know the reasons for this change and call for legislative developments taking into account the uses and the extent of the phenomenon, within the framework of a calm debate.
