Summary

Mr. Sylvain Maillard draws the attention of the Keeper of the Seals, Minister of Justice, to the difficulties caused by the impossibility of accessing the status of job seeker for people in detention who are eligible for a reduced sentence. In fact, detained persons cannot be registered as job seekers (except in the last six months of their incarceration). Indeed, it seems that there is an incompatibility between the status of prisoner and that of job seeker, which complicates the preparation for release from prison of a good number of prisoners who can benefit from a reduced sentence. From this status of job seeker comes access to numerous professional training schemes. Without registration in the unemployment register, prisoners cannot access training which would enable them to find a job, a guarantee of better integration into our society and also a certainty of non-recurrence. In addition, the regions exclusively finance level V operational training for the typology of the prison population. However, it appears that certain prisoners should also have the possibility of accessing level IV, III or II training depending on their needs. Also, funding possibilities should be expanded to other levels of training and thus allow prisoners to truly have the freedom to choose their professional future. This approach is fully in line with the objectives of the Copernican reform of apprenticeship and professional training. He therefore asks him if it could be considered allowing prisoners who could benefit from a reduced sentence to access the status of job seeker or a provision likely to give them access to the services of training and employment structures and expand regional funding for level IV, III and II professional training.
