Summary
Mr. Hugues Renson questions the Secretary of State, attached to the Prime Minister, responsible for disabled people, on the accessibility of transport for people with disabilities on the national territory and more particularly in Île-de-France. Indeed, the law for equal rights and opportunities, participation and citizenship of disabled people of February 11, 2005 introduced the general principle of accessibility for everyone, regardless of disability. Accessibility is necessary for people with disabilities but also for people with reduced mobility (PRM). According to the TNS Sofres survey “Transport and disability in Ile-de-France” carried out over the period 2013-2014, and published in 2016 as part of the mobility observatory in Île-de-France, 1.3 million people are disabled in Île-de-France or 12% of people aged 5 and over. However, only 5% of them have administrative recognition of their disability. Among them, a high proportion of people do not travel or have difficulty moving. In Paris, for example, only 15 metro stations are accessible. Transport adapted to demand, which offers people with disabilities the opportunity to travel travel every day of the week by reservation, suffer from chronic delays for out-of-pocket costs which can be significant for people with the most modest disabilities. 13 years after the 2005 law, transport accessibility for people with disabilities in Île-de-France remains subject to improvement. Thus, he asks what measures the Government intends to take to promote mobility people with disabilities, whether or not they have administrative recognition.
