Summary
Ms Émilie Guerel draws the attention of the Minister of Solidarity and Health to the support and care of autistic people in France. According to associations, this disability affects around 650,000 individuals in France, or one in a hundred newborns. Faced with this worrying observation, the President of the Republic launched, in July 2017, the national strategy for autism 2018-2022, endowed with 340 million euros and announced as a priority for the five-year term. However, despite this laudable initiative, certain issues to which people with autistic disorders and their families are exposed remain little addressed. Among them, access to care as well as the training of medical, paramedical and social staff. On the other hand, the growing “exile” of autistic French people towards Belgium is a phenomenon which deserves all the attention of public authorities. After being confronted with the shortcomings of the French support system, 4,500 French adults and 1,500 French children reside on Belgian territory. Pointed out by several associations, these departures are particularly motivated by the schooling solutions offered in Belgium where numerous specialized classes have been created. These departures are currently financed by social security as well as by French departments and would represent a cost close to 400 million euros. However, these colossal funds could be deployed precisely for the development of support solutions and education for autistic people on the national territory. Faced with such a situation which continues to worsen, she wishes to know, on the one hand, what specific means the Government intends to implement to fight against these massive departures of autistic people to Belgium and on the other hand, if measures are planned to improve access to care for autistic people as well as the training of medical, paramedical and social staff.
