Mr. Bernard Brochand draws the attention of the Minister of Solidarity and Health to the difficulties in applying the decree of July 28, 2017, registering the Coaguchek Inrange INR self-measurement device of the Roche Diagnostics Company, under title 1° of the list of reimbursable products and services, provided for in Article L. 165-1 of the Social Security Code. In fact, this device allows people with valves cardiac mechanics to know their INR level almost instantly, by means of a blood sample from the tip of a finger, thus avoiding repeated blood tests, sources of material and financial constraints and proven physical harm. This is why this decree constituted definite progress in favor of thousands of patients. However, it provided, before any allocation of the device by a pharmacist, training of the beneficiary of the device, by a cardiac surgery or cardiology department, providing in particular practice of self-injection and knowledge of the use of the self-measurement device. However, it is regrettable to note that currently in France, only three centers are able to provide such training. It goes without saying that potential beneficiaries of this device cannot carry out the travel necessary to learn how to use it. He would like to know if the Government intends to provide hospital services with the means to train users of this device, in order to obtain the essential certificate for the issuance of this self-measurer.
