Summary
Mr. Aly Diouara draws the attention of the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature to the project to establish a data center on the former site of the Worthington hall at Le Bourget (93). The regional mission of the environmental authority (MRAe) of Île-de-France issued, on June 30, 2025, opinion no. APJIF-2025-056 which constitutes a technical and legal basis major. This opinion identifies substantial inadequacies: non-representative air quality measurements (carried out during off-peak periods), acoustic study to be repeated by integrating test/emergency scenarios for generator sets, reinforced risk analysis (groups, hydrocarbon tanks, lithium-ion batteries), complete modeling of electromagnetic fields, as well as rigorous consideration of cumulative effects with neighboring facilities and projects. The MRAe also emphasizes that the recovery of “waste heat” cannot remain at the stage of intentions and must be framed by enforceable contractual commitments, quantified throughout the year and not only during the heating season. In view of these elements, he asks what action the Government intends to take. First, if it will require the project owner to produce a memorandum in full response compliant with the requirements of the MRAe and its publication prior to any decision in order to guarantee informed public participation. Then, how it will guarantee the cumulative assessment of impacts on a supra-communal scale (Seine-Saint-Denis and neighboring municipalities), taking into account the urban density and the presence of sensitive establishments near the site and what procedural guarantees will be provided to extend the public inquiry if substantial documents (memory in response, contractual commitments for heat recovery, additional air/noise/risks/EMC studies) are submitted late. Finally, what minimum standards will be set for data centers: publication of test schedules and volumes/natures of fuel; Li-ion prevention (normative references and emergency plans); modeling and publication of EMFs over the entire electricity chain and annual heat recovery enforceable, including in summer.
