Summary
Ms. Émilie Guerel draws the attention of the Minister of Territorial Cohesion to the possibility, in France, of significantly promoting the development of solidarity land organizations (OFS), new anti-speculative tools at the service of home ownership. These non-profit organizations devote all or part of their activity to housing and community facilities. They have the ability to lastingly affect built land (or not), of which they remain owners, to the construction or management of housing for ownership or rental for households under resource ceilings, via long-term leases which make it possible to dissociate the properties of the land and the buildings (in this case, the BRS). This system has already proven itself within the metropolis of Lille where around twenty low-income families have already been able to acquire housing. new at prices twice lower than those on the current market. Other cities are taking a close interest in it, such as Paris, Rennes, Bagneux, Gennevilliers and Saint-Malo. As part of the second reading in the National Assembly of the ELAN bill, scheduled for the start of the 2018-2019 school year, it could be considered to further support the development of OFS, in all regions of France. Adopted at first reading, the amendment of Mrs. Christelle Dubos, Member of Parliament for Gironde and rapporteur of the text, constitutes a first step in this direction, by opening the possibility to ESH and SEM to be approved as OFS, in the same way as DPOs. It would then be possible to strengthen support for OFS, by integrating this type of system into the calculation of the objectives of the SRU law for the French municipalities concerned. This is why she wishes to know whether the Government would be in favor of such evolution of the text of the law, or if more global actions are envisaged in order to actively contribute to the development of solidarity land organizations.
