Summary
Mrs. Sophie Auconie draws the attention of the Minister of Solidarity and Health to the significant difficulties encountered when supplying hospital medicines for pharmacists due to deficiencies among their suppliers. As the Minister knows, last year 530 reports of medicines out of stock were made, or 30% more than in 2016, according to the National Medicines Agency (ANSM). On the first half of 2018, 158 pharmaceutical specialties were out of stock in establishments in the Center Val de Loire region, which represents around 10% of the drugs available in our hospitals. This situation is even more problematic for drugs of “major therapeutic interest”, hospital-based and without alternative solutions on the city market. The difficulties are major because it turns out to be complex to find substitute medications since the hospital drug market has been running out for 10 years, and alternatives are sometimes difficult to find depending on the pathologies. Note that this year, our health establishments found themselves in real impasses due to a total deficiency in non-substitutable anti-cancer drugs. All this can lead to modifications of therapeutic protocols, these having a real impact on the health of patients affected by this change, on their environment and care practices due to the use of a less suitable medication. Pharmacists coordinating purchasing groups in the Center Val de Loire region consider that given the scarcity of supply and the reduction in stocks among manufacturers, the market in France for hospital medicines has become unattractive for suppliers. This is why an in-depth analysis of the causes of supply difficulties must be sought in order to provide the best answers, without focusing exclusively on industrial problems, which could only be a consequence of a risky and unprofitable market for the oldest drugs. Therefore, she asks him if measures have already been put in place to remedy these difficulties and this in order to preserve the quality of care and therefore the health of citizens, but also the working conditions of caregivers.
