Summary
Ms. Florence Joubert draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the difficulties in accessing the tax stamp in the amount of 225 euros, which is required when lodging an appeal in civil matters. Indeed, since the dematerialization of this tax stamp, it is no longer available in the network of tobacconists and can only be acquired online. If the Lawyers are generally able to obtain this stamp on behalf of their clients, this approach involves additional costs for the litigant linked to additional diligence for the court officer. However, for many citizens, access to the dematerialized tax stamp constitutes a real obstacle. A significant proportion of litigants have insufficient mastery, if at all, of the digital tools necessary for their acquisition. This situation can therefore slow down, or even prevent, the effective exercise of their right to recourse, in particular for elderly people, isolated people or people in a digitally precarious situation. Furthermore, the exclusion of tobacconists from the system represents a loss of income for them even though they play an essential local role, particularly in rural areas. Also, she would like to know if the Government plans to reintroduce the possibility of purchasing this 225 euro tax stamp from tobacconists, in order to guarantee simple, rapid and inclusive access to this public service, while supporting the economic activity of tobacconists, local professionals.
