Summary
Mr. Benoit Simian draws the attention of the Minister of Solidarity and Health to the status of caregivers in France. Indeed, in a context of an aging population, the role of the caregiver is more essential than ever for patients and medical teams. Under the responsibility and control of the nurse, the nursing assistant ensures the hygiene and comfort of patients. Caregivers provide their support for dependent people with all the tasks of daily life. Recent years have been marked by the broadening of the range of skills of caregivers, notably with the development of home care, HAD and outpatient care. In this context, it is necessary to create a specific status for the caregiver, clearly defined, with a status and a skills framework in line with the user needs and practices on the ground. The lack of status creates an uncomfortable vagueness for professionals. The difficulties are such that caregivers are sometimes forced to perform certain acts completely illegally. The conditions for recognition and valorization of the nursing assistant profession must therefore be established. Furthermore, this sector lacks attractiveness; some training institutes do not reach more student quotas, while labor needs continue to grow. In recent years, the number of hiring of caregivers has been divided by four. The re-engineering work on nursing assistant and childcare assistant training, underway since 2015, plans to define a professional status and a training program through the acquisition of new skills likely to take into account the evolution of the job. As part of the presentation of its roadmap to meet the challenge of aging, the Government launched a consultation on the index benchmark for caregivers. At the beginning of June 2018, the Government announced that the activity, skills and training frameworks for caregivers will be reviewed by March 2019 to adapt qualifications and practices to changing needs. In order to encourage vocations, the Government also wishes to facilitate mid-career retraining and consider the transition to management positions. This is why he asks him to please specify the measures that will be implemented for caregivers and to confirm the announced schedule.
