Summary
Mrs Emmanuelle Ménard questions the Minister of National Education on the relevance of courses in teaching languages and cultures of origin (ELCO). Indeed, European directive 77/486/EEC of July 25, 1977, relating to the schooling of the children of migrant workers, which aimed to encourage the return to the country of origin of the children of immigrants, initially only concerned foreign children or those of foreign parents. Today, this system is aimed at second or even third generation children whose parents have no intention of returning to their country of origin. This system therefore contributes to the well-known phenomenon of communitarianism which the public authorities must fight against. An assessment shared by the High Council for Integration which, in a 2011 report, highlighted the high risk of communitarianism which this device is load-bearing. Communitarianism which, again according to the High Council for Integration, is an obstacle to the integration of these students. A certain number of mayors are concerned about this system since “ELCO” teachers do not always master French and are not always correctly integrated into the teaching teams. The MP therefore asks him why ELCO courses are no longer reserved only for children of “ migrant workers” as initially planned. She also questions him about the selection methods implemented by the embassies to choose the teachers who intervene during these courses and about the content of the latter. She also asks him what guarantees the State takes to ensure the neutrality of these speakers and the education they provide. She finally asks him if it would not be desirable to put an end to this system and devote this public money to a real integration policy which would involve efforts aimed at these children so that they better master, if necessary, the French language and culture.
