Summary

Mr. Pierrick Courbon draws the attention of the Minister of National Education to the possibility for local authorities to use vacant accommodation in educational establishments for emergency accommodation. Homelessness is now a major national cause. Precariousness is increasing and the Loire department, for example, is no exception to this situation. Today, more than 300 people sleep every day in the street in Saint-Etienne territory. State services are not able to implement their obligation to guarantee emergency housing to any person in distress (DALO law of March 5, 2007). Associations and citizens are mobilizing and observing that certain accommodation in educational establishments, particularly in secondary schools, is currently vacant and is not subject to any allocation, because less and less fewer national education personnel use it. Thus, these apartments, technically available, could, in a temporary and supervised manner, constitute a transitional accommodation solution for families of children attending these establishments who find themselves in a situation of distress.
