Summary
Ms. Valérie Boyer draws the attention of the Minister of the Economy and Finance to the situation of paid leave funds. These are necessary on a daily basis to make life easier for businesses and are omnipresent in the daily lives of citizens. In fact, they support nearly 250,000 companies and pay more than seven billion euros in benefits to nearly two million employees each year. Despite their of capital importance for social protection and more generally for the lives of the French, in 2015, the social security financing law took a measure which handicaps them. This measure provided for part of social security contributions to be paid in advance by paid leave funds. Definitively adopted in 2017, the reform actually contributes to weakening their cash reserves. So, it would not be far from 28% of the financial mass of paid leave funds which would be confiscated from them because of this. She would like to point out that these complementary funds carry out daily work of careful management of their assets in order to ensure services that meet the expectations of the French. However, to ensure their financing without using taxpayers' money, these organizations need to operate on the financial markets. Deprive them of liquidity means weakening their source of financing and risking that this will have an impact on the benefits paid to employees. Their work is exemplary and for it to continue to be so, we must avoid putting obstacles in their way again. She asks him if the Government is considering other measures which risk weakening the complementary funds.
