Summary
Mr. Quentin Bataillon draws the attention of the Minister of Transformation and the Public Service to the difficulties of financing apprenticeship contracts by local authorities and public establishments. For all apprenticeship contracts signed from January 1, 2022, the annual cost of training is entirely covered by the CNFPT within the limit of annual cost ceilings established jointly by the CNFPT and France skills. The legislative framework established in 2022 allowed co-financing between the State, France Compétences and the CNFPT. However, the dynamic of the use of apprenticeship has led the CNFPT to establish financing rules, the budget not allowing it to honor all the requests which amount for 2023 to more than 18,000 contracts. Without additional funding, it is the communities that will be impacted and ultimately , young people looking for employment and training. It is also a loss of opportunity for the civil service which suffers from a lack of attractiveness. He would therefore like to know his intentions on this subject.
