Summary

Mr. Loïc Prud'homme draws the attention of the Minister of Action and Public Accounts to the study group on collective catering and nutrition markets (GEM-RCN). Created in 1999, it transcribes, since the first National Health Nutrition Plan (PNNS) of 2001, its recommendations in order to help public buyers to develop their specifications for collective catering contracts. In the school catering industry, Referring dietitians, like the heads of establishments, recognize that they work based on the recommendations of the GEM-RCN. Remember that school catering represents 1 billion meals served per year to some 6.8 million students concerned. According to the ESTEBAN study carried out by Public Health France, the prevalence of overweight concerns half of the adult population (including 17% obese) and 17% of children aged 6 to 17 (including 4% obese). There is also a social bias since children from households where the reference person has little or no education are more likely to be overweight. However, bad eating habits that start in childhood are often irreversible. The 4th PNNS, covering the period 2017-2021, includes new recommendations including: reducing the consumption of meat (excluding poultry), cold meats and drinks sweet (especially fruit juices); the preference for certain vegetable oils extracted from rapeseed and nuts, in particular; the promotion of legumes. Concerning the specific case of school catering, several proposals aim to improve the quality of the meals offered: strengthening the nutritional quality requirements of the tender specifications; integrate organizational constraints spatial to value good quality products over low quality products; the obligation to install visible water fountains in reasonable numbers to guarantee easy and quick access. These recommendations are in addition to the old ones, in particular the preference for organic foods which have not been subject to phytosanitary treatments. But the GEM-RCN has not been updated since July 2015 and therefore does not take take into account the new recommendations of the 4th PNNS. According to several actors, it would even be put to sleep. Some wonder if this is not being done to accommodate the meat and milk industries which would stand to lose from a modification according to the recommendations of the current PNNS. However, it was announced, at the end of the States General of Food, that it would soon be reactivated. For the moment, the GEM-RCN has still not gathered and the nutritionists and heads of establishment must work on their specifications from an obsolete document. He asks him when the GEM-RCN will actually be reactivated in order to update the specifications of public buyers in the direction of healthier food.
