Summary

Ms. Huguette Tiegna draws the attention of the Minister of the Economy and Finance to the importance of maintaining VAT at a reduced rate (5.5%) for energy renovation work in buildings. A challenge to this reduced rate VAT would impact both professionals in the sector and their customers, by reducing the tax assistance provided to them when carrying out their renovation work. Furthermore, on April 26, 2018, Mr. Hulot, Minister of State, unveiled a plan to combat energy poverty in buildings. As such, the Government plans to renovate, in 10 years, the 1.5 million energy-intensive homes inhabited by low-income owner households, setting itself the objective of financially supporting 150,000 renovations of this type each year. An increase in VAT would, de facto, increase households' recourse to competition unfair, due to the presence of posted workers and by non-compliance with the rules of the posting directive and, as a consequence, a loss of around 22,000 jobs in the event of a move to 20% VAT. Crafts are a strategic sector in France, therefore maintaining the VAT rate for this sector at the current rate would ensure the fiscal stability that professionals need to hire, train, invest and develop the activity. She would like to know her position regarding the evolution of the VAT rate for the energy renovation sector.
