Summary
Mr. Loïc Prud'homme questions the Minister of State, Minister of Ecological and Inclusive Transition, on the Strasbourg Grand Western Bypass (GCO) project. A 40-year-old file, it concerns a 24 km long motorway bypass. 22 municipalities are affected, 300 hectares of agricultural land and 200 farms threatened. The Vinci group is responsible for carrying out this operation at a cost estimated at 700 million euros. Many authorities have issued unfavorable and very critical opinions on the project as presented: the nature protection council twice (December 15, 2017 and January 25, 2018), the environmental authority in February 2018, in particular. The last negative opinion comes from the commission responsible for concluding the public inquiry. It was delivered on July 11, 2018. Its main sources of concern are the preservation of the water resources (size of basins and protection of the alluvial table) and the planned disappearance of several hectares of forest. While the Minister had decided, in October 2017, to suspend the preparatory work for this future toll ring road, his change of heart in January 2018 is difficult to understand given the evidence against this project which continues to accumulate. In addition to the decision to extend the declaration of public utility (DUP) which expired in 2018, it is above all the announcements of the Government and then of the President of the Republic, announcing the imminence of the start of the work, which raises questions, given that they were made well before the conclusions of the public inquiry. Such a work is in total contradiction with France's stated objectives in terms of preserving biodiversity, fighting against the artificialization of land or air quality and greenhouse gas (GHG) emissions. It is also regularly called to order by European and international authorities for its failings in these areas. While local citizen groups are putting forward serious alternative solutions, this imbroglio once again highlights the inconsistency between the Government's discourse and practice in matters of of ecology. He asks him if he shares the conclusion of the commission of inquiry on the GCO for which, "it does not belong to an authorization order to proceed with the catch-up of an insufficiently completed file".
