Summary

Mr. Pierre Cordier draws the attention of the Minister of Agriculture and Food to the threats weighing on the exemption system for the employment of casual agricultural workers (TO-DE), from 2019, due to the abolition of the CICE. At present, if this proposed abolition were implemented and even if it were partly offset by an increase in exemptions from social security contributions for workers permanent workers, nothing has been planned for employers of seasonal workers. This measure would thus have a financial impact on farmers to the tune of 144 to 178 million euros per year, applied to the 2016 seasonal payroll. The financial loss for an employer per seasonal contract for one month for a salary of 1.10 (SMIC + ICCP) would be 189 euros. The general reduction in charges envisaged by the abolition of the CICE will therefore not compensate not the announced removal of this exemption. Sectors that heavily employ casual labor, in particular arboriculture, market gardening, horticulture, seed producers and viticulture, will be directly penalized, further degrading their competitiveness, even though France must face fierce competition from neighboring countries. He therefore wishes to know the measures envisaged by the Government to sustainably compensate for this loss which threatens the relocation of agricultural production and the rapid decline of a sector of activity which employs 14% of French workers.
