Summary
Mr. Daniel Labaronne draws the attention of the Minister of Solidarity and Health to the working conditions of emergency doctors and the quality of patient reception revealed by the last heatwave in August. The national heatwave plan (PNC), an intersectoral and interministerial plan, created following the summer of 2003 and launched this summer, enabled prevention of the population and training of emergency personnel in upstream. A situation similar to 2003 was effectively avoided and congestion in emergency services was reduced. However, the saturation of certain emergency structures which occurred this August cannot be ignored. Despite the tools deployed at national and local level, the lack of equipment and personnel, and the particularly grueling working conditions of emergency and reception workers, have been a reality. AT Amboise University Hospital in his constituency, 53 beds had to be closed this summer due to staff on leave not being replaced, or almost half. On August 7, when the heat peak had been reached, twenty-two patients were recorded at 2 p.m., and only eleven were able to be treated. The global rise in temperatures as well as the aging of the population will only worsen the situation in the years to come. Solutions have yet to be found. Initial work was carried out in the 2018 PLFSS in order to limit the effects of medical desertification. The ministry is currently working within the framework of the access to care plan and a project will open at the start of the school year on the right to emergency medicine authorizations. Reflections concerning the demographic pressure exerted on emergencies - improvement of the territorial network; link between the city and the hospital - and the lack of resources and personnel - increase in equivalences for foreign diplomas; simplification of the opening of boarding schools to private establishments, increase in the numerus clausus - will have to be integrated into these projects. He would like to know the first avenues for reforming the health system which will make it possible to improve the tension weighing on the emergency profession, which is increasing during the summer leave, and to allow appropriate management of unscheduled care needs.
