Summary

Ms. Annie Genevard draws the attention of the Secretary of State, to the Minister of the Armed Forces, regarding the creation of a “Tiger solidarity fund” supported by the national association of wards of the Nation, war orphans which would put an end to discrimination between wards of the Nation. In Decree No. 2000-657 of July 13, 2000, the Government recognizes the right to compensation of orphans whose parents were victims of anti-Semitic and racist persecution during the 1939-1945 war. This right was then extended by Decree No. 2004-751 of July 27, 2004, which also makes it possible to compensate orphans of parents who were victims of Nazi barbarism, died during deportation, shot or massacred for acts of resistance or for political acts. However, these decrees do not provide compensation for the wards of the Nation of made in the war of 1939-1945 and whose death certificate bears the marginal mention “Death for France”. To repair this injustice, the national association of wards of the Nation and war orphans presented to the President of the Republic the proposal to create the “Tiger solidarity fund”. This solidarity fund which refers to Georges Clémenceau, nicknamed “the Tiger” and initiator of the 1917 law creating the status of “wards of the Nation”, for war orphans, would be financed by a levy on the winnings distributed by the Française des jeux to winning players, without any impact on the State budget. She also wishes to know the Government's position regarding this very legitimate request.
