Mr. Jean-Michel Jacques questions the Minister of State, Minister of Ecological and Inclusive Transition, on wind power development taking into account existing military constraints. The objectives set in Law No. 2015-992 of August 17, 2015 relating to the energy transition for green growth are ambitious: it plans to increase the share of renewable energies to 23% of gross final energy consumption in 2020. However, it is now acquired that, on the one hand, the presence of wind turbines hinders the capabilities of military radars and that, on the other hand, the presence of wind turbines reduces the space dedicated to the training of fighter planes and helicopters in tactical flight. Given the objectives set in terms of energy transition, wind developers are required to build increasingly tall and powerful machines which will further disrupt the ability of the military to capture information and train. Article 141 of the law mentioned above provides for a decree in the Council of State to specify the rules for establishing installations producing electricity from mechanical wind energy in relation to military installations. To date, the said decree has not been published. It also appears that the working group set up by the Secretary of State to the Minister of State, Minister of Ecological and Inclusive Transition, was unable to resolve the questions linked to military constraints and the development of the French wind farm. Considering the objectives to be achieved in terms of energy transition and the need for our armed forces to be able to protect the country, he would like to know what measures the Government intends to take to respect its commitments in energy matters taking into account the military constraints mentioned.
