Summary
Mr. Joël Giraud draws the attention of the Secretary of State to the Prime Minister, responsible for disabled people, to the conditions of air transport for people with reduced mobility. The rights of disabled or reduced mobility air passengers (PHMR) are governed at European level. Airport managers in EU countries are responsible for assisting people with reduced mobility at stopovers, since the implementation place of European Regulation (EC) No. 1107/2006 of the European Parliament and of the Council of July 5, 2006. No provision of this regulation relates to the number and nature of baggage authorized in the hold and in the cabin for PHMR, which depends on the specific conditions of the airlines. Thus, Air France includes free of charge in the hold for PRMs, in addition to the number of bags authorized according to the travel cabin, 2 mobility devices personal items (wheelchair, electric scooter, scooter, etc.) and 1 additional piece of luggage up to 23 kg, to transport medical equipment. PHMRs are often forced to transport large or heavy mobility equipment, medical equipment and personal belongings, leading them to pay additional baggage surcharges that are sometimes much higher than the price of the ticket. Also, he would like to know if a reflection could be initiated for the adoption of a European regulatory provision which would require all airlines to offer a greater number of hold bags included free of charge in the ticket price for PHMRs.
