Summary
Mr. Joël Bruneau draws the attention of the Minister of the Interior to the regulations relating to ship safety. Indeed, since the decree of December 18, 2017 amending the decree of November 23, 1987 relating to the safety of ships, the categorization of these has evolved. Thus, division 236 which defined lighter regulations for place surveillance boats was deleted. They then integrated the division 222 including cargo-type cargo ships, without specific layout. For coastal EPCIs, this new regulation creates additional constraints and poses real difficulties in the organization of the beach surveillance mission. In fact, some EPCIs having acquired 3.2 m semi-rigid boats which then operated in the summer period with a crew made up of 2 SNSM agents seasonal workers to ensure surveillance in the 300 m zone must review their organization. It is now necessary, to ensure the safety of the crew, that a doctor or captain responsible for care be present on board who has received training to be renewed every five years to be able to perform surgical medical procedures and dispense prescription medications. For small beach surveillance vessels intervening in the 300 m band in direct proximity to the first aid stations, this new regulation appears inappropriate and disproportionate. He would like to know if an exemption could be granted for these light boats in order to reduce the burden on communities.
