Summary
Ms. Emmanuelle Ménard draws the attention of the Minister, to the Minister of State, Minister of Ecological and Inclusive Transition, responsible for transport, to the new line project between Montpellier and Perpignan (LNMP). On January 29, 2016, Mr. Alain Vidalies, Secretary of State for Transport, Fisheries and the Sea, recorded the route of the new line project between Montpellier and Perpignan (LNMP) and the principles of connection and serving the territories crossed. On October 27, 2016, the prefect of the Occitanie region indicated that the principle of a first phase between Montpellier and Béziers was welcomed by a large majority of the participants of the steering committee which met the day before. On February 1, 2017, Mr. Alain Vidalies officially approved the principle of creating the LNMP, taking as a first step “the mixed freight and passenger connection between Montpellier and Béziers", estimated at 1,855 million euros at the economic conditions of July 2014. Recalling the first major decision-making stages of the LNMP highlights the extent to which this project, which contributes in particular to the essential economic development of the Hérault department, has received for several years the consent of all the stakeholders concerned by its implementation. However, on Saturday July 1, 2017 and while he inaugurated the LGV Paris-Rennes, the President of the Republic declared “not to relaunch major new projects but to commit to financing the renewal of already existing infrastructures for everyday transport”. A questioning of the LNMP project would arouse legitimate agitation as the State actively contributed to its development and has officially committed to supporting it until its completion. In fact, Béziers station welcomes 1.3 million travelers annually and its conversion into a multimodal hub is essential to support the economic and social development of the Béziers region, as well as the numerous promising projects which will actively contribute to it. These are also the reasons why the Occitanie region has committed to providing financial assistance to the tune of 30 million euros. In addition, in mid-October 2016, the European Commission planned to release 26 billion euros over the 2014/2020 period to finance nine European rail corridors including the LNMP which is part of the Mediterranean corridor. In the interest of the economic, social and tourist development of Biterrois and in order to respond to the concerns already expressed by its inhabitants and the stakeholders concerned, she thanks her for providing further details on the Government's desire to continue the commitments made by the State in the implementation of the new line project between Montpellier and Perpignan.
