Summary
Mr. Raphaël Schellenberger questions the Minister of Higher Education, Research and Innovation on the awarding of doctoral contracts. Decree No. 2009-464 of April 23, 2009 states in article 3: "the president or director of the establishment recruits the contractual doctoral student by contract for a period of three years, on the proposal of the director of the doctoral school, after advice from the thesis director and the director of the unit or relevant research team”. Article 8 of the decree of May 25, 2016 specifies that “the director of the doctoral school presents each year the list of doctoral students receiving funding before the council of the doctoral school and informs the research commission of the academic council, or the body which takes its place, in the establishments concerned”. The education code adds nothing to these texts.
