Summary

Ms. Nadia Ramassamy draws the attention of the Minister of Territorial Cohesion to the conclusions of the latest report from INSEE and the departmental council of La Réunion regarding poverty in the neighborhoods of La Réunion. Indeed, these neighborhoods were analyzed according to around fifteen social indicators (poverty rate, employment rate, share of social rental stock, share of single-parent families). The study shows that more than half of the island's inhabitants live in precarious neighborhoods, areas mainly inhabited by young people. The latter is particularly hit by unemployment. In fact, 42% of 16-24 year olds in these neighborhoods are unemployed, compared to 35% in the rest of Reunion. This study, which will serve as a working basis for the implementation at the local level of the National Strategy for the Prevention and Fight against Poverty announced by the President of the Republic on September 13, 2018, shows that the renewal of the rental stock and youth employment must be two priority projects. Thus, with regard to these last two points, the abolition of the housing allowance had negative consequences. Also, the MP would like to welcome the choice to include Réunion in the ten pilot regions of the National Strategy for the prevention and fight against poverty. However, the MP recalls that the situation in Reunion is similar to that of all overseas territories. This is why she asks him how the Government intends to follow up on the conclusions reached by this study.
