   Depuis 2020, les centres de prise en charge pour auteurs (CPCA) complètent utilement l'arsenal de protection des femmes victimes de violences conjugales mis en place par le Gouvernement, constamment renforcé depuis le Grenelle de lutte contre les violences conjugales. En effet, si la violence doit être judiciairement sanctionnée, elle doit également être traitée dans le cadre d'une prise en charge globale des auteurs. Depuis sa création, le fonctionnement de ces structures est financé sur le programme 137 « Egalité entre les femmes et les hommes » à hauteur de 156 096 € par CPCA, soit 4,7 M€ par an pour les 30 CPCA. Afin d'améliorer le maillage territorial de ce dispositif, notamment par un soutien financier à leurs antennes, des crédits supplémentaires ont été alloués à ces structures, à hauteur de 1,06 M€, en loi de finances initiale pour 2022. Cette enveloppe a été reconduite en 2023 et 2024, portant à près de 5,8 M€ le financement annuel des 30 CPCA par le ministère chargé de l'Egalité entre les femmes et les hommes. En 2025, dans un contexte de contrainte budgétaire forte, le soutien aux CPCA a été maintenu sur la base du montant forfaitaire (156 096 € par CPCA), soit une enveloppe de 4,7 M€. En décembre 2025, à la suite d'une enquête conduite par le service des droits des femmes et de l'égalité entre les femmes et les hommes de la DGCS auprès de son réseau déconcentré pour identifier les structures les plus en difficulté, une enveloppe complémentaire de 284 000 euros a pu être allouée en urgence à neuf CPCA situés dans cinq régions, selon la répartition suivante: 62 000 € en Centre Val de Loire, 30 000 € en Corse, 80 000 € en Ile-de-France, 54 568 € en Occitanie et 57 524 € en Nouvelle Aquitaine. Ces crédits, affectés aux CPCA dont la trésorerie était la plus fragile, ont permis de préserver leur activité. La loi de finances initiale pour 2026 prévoit la reconduction de l'enveloppe allouée aux CPCA en 2025, hors crédits complémentaires de fin d'année. Néanmoins, les crédits du programme 137 ayant été abondés de 5 M€ en loi de fin de gestion 2025, une enveloppe supplémentaire de près de 800 000 euros sera allouée aux CPCA, conformément à l'engagement pris par Madame la Ministre Aurore Bergé, chargée de l'Egalité entre les femmes et les hommes et de la Lutte contre les discriminations. Ces crédits, ajoutés à ceux alloués en urgence en décembre 2025, permettront de compenser intégralement la baisse 1,06 M€ opérée en 2025. Par ailleurs, le dispositif des CPCA ayant été lancé à titre expérimental en 2020, il a fait l'objet d'une évaluation à l'issue de trois années d'activité. Cette évaluation a montré l'utilité de ce dispositif tout en concluant à la nécessité de revoir le cadre d'intervention des CPCA, afin de mieux prendre en charge les auteurs non judiciarisés notamment. Un groupe de travail interministériel a été chargé de revoir leur cadre d'intervention pour une amélioration du dispositif, notamment en matière de gouvernance et de financement. Ses travaux doivent notamment permettre de proposer une nouvelle méthode de répartition des crédits entre les CPCA, sur la base de critères ajustés à partir de 2027. En outre, à cette date, le financement des CPCA et de leurs antennes s'inscrira dans des conventions pluriannuelles d'objectifs, afin de donner aux gestionnaires de CPCA une meilleure visibilité et de sécuriser les moyens alloués. Madame la Ministre Aurore Bergé, en charge de l'Egalité entre les femmes et les hommes ainsi que le Gouvernement rappellent leur engagement en matière de lutte contre les violences faites aux femmes et de protection des victimes.
