Summary
Mr. Brahim Hammouche questions the Minister of Agriculture and Food on French agriculture and particularly on the fruit and vegetable sector threatened by the announced end of the system for reducing charges for casual job seekers, known as TO-DE. The implementation on January 1, 2019 of a general system for expanded burden reduction does not compensate for the accumulation of CICE and TO-DE for labor employers seasonal. According to calculations by rural economy centers, the abolition of the CICE in 2018 and now that of the TO-DE have a direct impact with a brutal 15% increase in labor costs, jeopardizing the existence of a large number of agricultural operations: viticulture, fruit, vegetables, horticulture, seeds... The disappearance of the TO-DE thus condemns French apple and pear producers to bankruptcy, for whom the Labor represents 60 to 70% of the cost of fruit production, and some 40,000 full-time equivalents are unemployed. In anticipation of the application of this decision on January 1, 2019 and unable to cope with this sudden increase in costs, arborists have already uprooted an orchard in Hérault in Mudaison near Montpellier on Friday September 21, 2018. The despair of arborists is palpable and the sector confirms a vast movement to uproot orchards. The consequences of this decision promise to be dramatic not only for the sector but also for employment, regional activity and for consumption since our children and grandchildren will no longer be able to eat French fruit. This decision is incomprehensible to French producers and in complete contradiction with the conclusions of the Estates General of food in favor of quality food, respectful of the environment and local. The more the management method uses agroecological means (eco-responsible, organic orchards), the more working time it requires due to the increase in manual and mechanical interventions. Also, he asks him to kindly indicate on which impact study for the beneficiaries of the TO-DE the Government based itself to consider that the system for reducing charges on low salaries could compensate for the exemption from charges provided by the accumulation of TO-DE and CICE.
