Summary

Mr. Jean-Paul Dufrègne draws the attention of the Minister of Solidarity and Health to the necessary improvement in the management of the needs of DYS throughout the territory. People with specific language and learning disorders (TSLA, commonly known as DYS disorders), and their families, experience a real obstacle course. From screening to access to employment, this journey is strewn with obstacles due to the lack of awareness of disorders by health, education and employment professionals but also because of the lack of structures or professionals available in each territory. Today, the training of different professionals to identify specific language and learning disorders, or to manage them, is almost non-existent. Many children are not screened, professionals capable of to carry out assessments and re-educate (speech therapists, occupational therapists, psychomotor therapists, neuropsychologists) are lacking in many territories, the opening of SESSADs specializing in these disorders does not seem to be on the agenda. To this observation, we must add poor financial coverage of care which causes significant out-of-pocket expenses for families. The 2018-2022 National Health Strategy says it wants to make changes to the benefit people with DYS, in particular by strengthening early detection, adapting the training of health professionals or even offering patients a smooth care pathway. But beyond explaining what exists, these measures do not go far enough and still do not take into account the complexity of DYS disorders. The French Federation of DYS never ceases to remind us of several necessities: the recognition of specific needs for children and adults with DYS disorders, specific training for these disorders and good coordination of different partners, particularly for children, which calls for systematic coordination between health professionals and those in national education. He wishes to know what concrete measures and means are envisaged to take into account the requests of the Federation French DYS and ensure that care pathways finally stop being obstacle courses for families.
