Summary

Mr. Patrick Hetzel draws the attention of the Minister of the Economy and Finance to the management of the Intervention Fund for Services, Crafts and Commerce (FISAC). Indeed, the amount of FISAC planned for 2019 will be the lowest ever known in the last 8 years (6.10 M euros in payment credits). Even more annoying, a “run-off management” of FISAC is planned in 2019, that is to say that this amount will only be used to finance actions which have already obtained a financing agreement in previous years. Despite certain real dysfunctions, this fund remains unique and essential to support and develop local commerce and is not in line with the City Heart Action plan about which the Government communicates so strongly. He would like to know why the Government does not plan to maintain FISAC, even if it means reforming it, because the effectiveness of the tool for businesses and local development has never been called into question (unlike its management).
