Beyond the existing unanimous decision procedure, France has the resources to achieve this particularly strong gesture of openness, as evidenced by the success of the recent French campaign to elect Madame Louise Mushikiwabo secretary general of the Organization. The minister must take into account that, beyond Europe, Israel's entry into the OIF could benefit from the support of many African and Latin American states, many of whom have launched ambitious cooperation programs with the State of Israel in a diversity of areas.
