Summary
Mrs Sylvia Pinel draws the attention of the Minister of the Interior to the situation of volunteer firefighters (SPV) with regard to European Directive 2003/88/EC (DETT). On February 21, 2018, the Court of Justice of the European Union, ruling on a dispute between a Belgian SPV and the municipality of Nivelles regarding the remuneration of its on-call service, assimilated the SPVs to “workers” within the meaning of the European directive on working time (DETT). However, the application of this measure to French SPVs would have the consequence of considering them as part-time workers, being able to work only a few hours per week in addition to their main job, with the repercussion of a significant increase in the financial means necessary for recruiting new staff and their salaries. However, the Government has, several occasions, recalled his attachment to the French model of civil security based mainly on volunteering. Also, she wishes to know what actions he intends to take to exclude the directive from the field of civil security in order to preserve the security of the French on a daily basis.
