Summary
Mr. Paul Christophe draws the attention of the Minister of Solidarity and Health to the inequity of care for dependent elderly people. Law No. 2015-1776 of December 28, 2015 relating to the adaptation of society to aging and the implementing decrees relating to the financing of accommodation establishments for dependent elderly people (EHPAD) create a principle of equality of financing for establishments public and private establishments. However, in reality, a double inequity in the care of the elderly has clearly been established. The terms of the law remain imprecise on the calculation of the dependency package. In the department of Alpes-Maritimes, the average point is 5.68, while in the neighboring department of Hautes-Alpes, it rises to 7.2 points. An elderly person therefore has every interest in looking for a place in residence in the Hautes-Alpes department to ensure better care. France cannot give a different definition of dependency per department and thus allow differentiated care to continue depending on the territory. Furthermore, it is important to note that the public sector does not have access to tax advantages such as the tax credit for competitiveness and employment (CICE) or the payroll tax tax credit (CITS). This difference results in a higher payroll in public establishments than in private establishments. By applying the principle of price convergence, public establishments will therefore be, in the majority, in negative convergence, while private establishments will be, in the majority, in positive convergence. Initial estimates predict a drop of 200 million budget for the 300,000 elderly people in public establishments. To balance their accounts, these establishments will have no choice but to increase the accommodation rate paid by the person or their family. Consequently, in order to put an end to this double inequity, he asks it to put in place a moratorium on the reform of the pricing of EHPADs in order to redefine, jointly, an equality of financing which will result in equitable care for dependent elderly people.
