Mrs Barbara Bessot Ballot questions the Minister of Agriculture and Food about the reuse of wastewater. The human population continues to increase, both locally and globally. In order to meet vital needs for the survival of current and future generations, water needs are increasing. At the same time, episodes of drought linked to global warming are increasing, and the need for water to supply agricultural operations in particular is increasing. The pressure on the preservation of this natural resource is increasing and this situation therefore raises the problem of water supply over time and the use of wastewater. France, a country producing treatment technologies, consumes around 12 billion m3 of water per year and only reuse 7 million m3 from treated wastewater (according to Brgm data, in The challenges of geosciences, n° 24 - April 2010). Furthermore, regions facing water shortages still mainly draw on drinking water resources, in particular to meet agricultural or industrial needs. In addition, the regulatory constraints in force relating to the treatment and reuse of wastewater seem very restrictive for better use of this resource. Indeed, current standards encourage economic players to draw on drinking water resources, while the reuse of wastewater after treatment, a major sustainable development issue, seems to be an excellent alternative in a context of sustainable management of depleting resources, while preserving natural resources. Furthermore, the advantages are numerous: reusing water after treatment of wastewater treatment plants makes it possible to limit the withdrawal of new water, but also reduces the volumes of discharges, and therefore, the impacts on the environment (resource saving, reduction of waste, reuse of organic materials present in wastewater). Of course, appropriate and optimal treatment of this water for their future reuse (plantations, agricultural operations, watering of construction sites industrial...) involves the development of new installations. Thus, in an effort to anticipate the challenges of tomorrow (local, regional or seasonal shortages, etc.), it questions it in order to find out the measures planned by the Government to promote the reuse of wastewater and, consequently, better preserve drinking water resources, while responding to the economic and climatic challenges of the territories.
