Summary
Mr. Paul Christophe draws the attention of the Minister of the Interior to the need to sustain funding for the National Sea Safety Society (SNSM). The SNSM, an association under the 1901 law, is today an essential player in the national sea rescue system. Made up of 7,000 volunteer rescuers, this association contributes directly to the safety of all sea users on the French coast. THE renewal of the SNSM fleet and strengthening of the training of its volunteers have led to an increased need for funding. Currently, the financing of the SNSM budget relies essentially on the generosity and trust of private donors, for nearly 80% of resources. Local authorities can also support and finance the SNSM under article L. 5314-13 of the transport code. The State also participates in the financing of this association and has increased its contribution in recent years. It stabilized, in fact, at 3.5 million euros for the period 2015-2017, an amount increased to 6 million euros for the year 2018. If the financial efforts of the State can be positively underlined, the sources of financing of the SNSM nevertheless continue to suffer from uncertainty in the longer term. The financial autonomy of the association is in fact not guaranteed, a situation which tends to call into question the sustainability of its existence and the maintenance of its public service missions. Consequently, he wishes to know how the Government intends to guarantee and sustain the financing of the SNSM.
