Summary

Ms. Valérie Beauvais draws the attention of the Minister of Solidarity and Health to the consequences of the implementation of “zero out-of-pocket expenses” on the amount of complementary health insurance. Contrary to the Government's assertions, this system will not be financially neutral for French people. A recent study also maintains that complementary health insurance companies will have no other choice than to increase their tariffs to support the cost of this device. This is already the case since several residents of the 1st district of Marne have already noted an increase of around 6% in their mutual health insurance in 2018. If all insured persons are concerned, retirees are even more concerned because according to said study the average increase concerning them could go up to 9.3%. In an already difficult context with the increase in the CSG for a large proportion of them and the low increase in retirement pensions, this measure is a new source of concern for retirees and more broadly for all French people whose purchasing power is weakened. Consequently, it asks what measures the Government intends to implement to prevent the full reimbursement of certain medical expenses from resulting in an increase in the amount of complementary health insurance subscribed by the French.
