Summary
Mrs Barbara Bessot Ballot questions the Minister of Territorial Cohesion and Relations with Local Authorities about the future of local authorities. The examination of constitutional reform bills began this year, and will be continued during the next debates in 2019. The constitutional reform notably introduces a 30% reduction in the number of parliamentarians, and will involve a redistribution of legislative constituencies and the number of parliamentarians per constituency, with a minimum of one deputy and senator per department. This provision raises the issue relating to the future of the organization of local authorities and that of the representativeness of elected officials: in fact, in order to guarantee the representation of all territories (from the region to the municipalities, including communities of municipalities and municipalities) and therefore, the representation of all populations, it seems necessary to maintain a perimeter for which the number of elected officials must be coherent and sufficient in order to ensure that all issues are taken into account, particularly in vast and sparsely populated territories, within which the issues are decentralized and very diverse. Also, the population criterion, which currently favors the representation of mayors of municipalities where the population is the largest, does not seem to correspond to the representative role of elected officials. A configuration adapted to each territory therefore seems relevant. Local democracy is an essential component of national democracy. Thus, in order to plan for the future and carry out the public policies implemented in the best possible way, the elected representatives of municipalities, departments and regions must be as close as possible to realities on the ground. Consequently, as part of the constitutional reform, it questions it in order to know the place given to the future of local authorities, and more particularly to that of rural municipalities, in order to ensure fair and equitable representation within all territories.
