Summary

Mr. Bertrand Bouyx draws the attention of the Minister of Culture to the CSG compensation for artist-authors as well as to the communication modalities and the sustainability of the system. For the record, and following the increase in the CSG on January 1, 2018, the category of assets dependent on the copyright regime found itself in fact without compensation and therefore saw its purchasing power reduced. The profession, yet so essential to the cultural and economic activity of France was therefore put aside, among the non-active. Until today, only the health contribution had been eliminated, only very partially compensating for the shortfall, to the tune of 0.75%. The Government, in accordance with the commitments of Ms. Nyssen, then Minister of Culture, set up a support fund, which allows artist-authors to be reimbursed the difference linked to the increase in the CSG. The reimbursement procedure is in place on the AGESSA website. However, it turns out that, even though the deadline for reimbursement requests is set for December 31, 2018, the communication of this system to the public concerned seems to be lacking. Several concordant voices seem to indicate that emails would reach users in a partial and progressive manner. Furthermore, if the rollover of a fund aid resolves the problem of CSG compensation for the year 2018, the very form of this system does not provide a lasting response to this anomaly which penalizes artist-authors and is not capable, in any case, of reassuring a profession deeply affected by a structural crisis. This is why she asks him what measures are planned in the short term to improve communication of the existing system to artists-authors concerned and what solutions are being studied to resolve this difficulty in the long term.
