Families must demonstrate each year that their child is truly “disabled” and request further assessments to justify their requests, whereas obtaining a PPS for one cycle would help relieve congestion on the MDPH. There is a shortage of many places in Special Education and Home Care Services (SESSAD), which causes waiting times of several years and SESSADs on specific language and learning disorders (TSLA) are very insufficient in number. TSLA Local School Inclusion Units (ULIS) do not exist in the majority of departments. Young adults have great difficulty in having the additional cost of obtaining a driving license covered due to their disability (disability compensation benefit, PCH). Finally, the influx of files to the MDPH causes the CDAPH to open files less and less, which distorts the spirit of the law of February 11, 2005.
