Summary
Mr. David Lorion draws the attention of the Minister of Action and Public Accounts to the method of payment, in particular of property and housing taxes to the Public Treasury. The General Directorate of Public Finances (DGFiP) recalled in September 2018 that “since January 1, 2018, payment by electronic means is compulsory for any amount to be paid above 1,000 euros”. The Public Treasury therefore no longer cashes checks beyond this amount, nor accepts TIP SEPA or transfer. The use of an unauthorized means of payment then results in an increase of 0.2% in the amount of the sums paid with a minimum of 15 euros (article 1738-1 of the CGI). While it is necessary to encourage online payment, it is not acceptable to penalize taxpayers who do not have access to it as well as the oldest among them who do not always know how to use this tool. He asks it to maintain an alternative to electronic payment for amounts to be paid above 1,000 euros.
