Summary

Mr. Stéphane Demilly draws the attention of the Minister of National Education and Youth to the place of physical and sports education (PES) in France, and more particularly at school. Various studies (Etseban survey in particular) and numerous organizations in charge of public health (French Cardiology Federation among others) warn about the decline in the physical capacities of young people, about a sedentary lifestyle, about the development obesity, screen addiction and show the absolute need for an increase in physical activity for all. PE at school is from this perspective the only place of practice and learning for students, girls and boys, without any discrimination. This discipline is also a path to academic success, a space for surpassing oneself, for efforts and for deepening sporting and artistic activities. However, PE is gradually being undermined by a set of decisions which weaken it and therefore degrade its effects on students and make the work of teachers more and more difficult. It should therefore be noted the 21% drop in recruitment for the external certificate of aptitude for teaching physical and sports education (CAPEPS) 2018 while the number of candidates, students in the sciences and techniques of physical and sports activities sports (STAPS), is progressing, as is the number of students in secondary education. Added to this is the end of the evaluation of EPS within the framework of the national patent diploma (DNB), and the growing needs in terms of sports equipment and infrastructure. While the Government, following on from the organization of the Olympic and Paralympic Games in Paris in 2024, intends to rely on the dynamics of the event to “ make France a nation of sportspeople", it would be relevant to have proactive policies for sport, for the teaching of physical education and sports at school, a place of practice for all young people. He therefore asks him what measures he plans to implement in order to establish a real development plan for EPS.
