Summary

Ms. Florence Herouin-Léautey draws the attention of the Minister of National Education to the worrying situation of so-called “orphan” schools. In its May 2025 report, the Court of Auditors warns of the strong correlation between “the academic performance of students and the social position of their parents”. Far from reducing this inequality, primary school reinforces it. Indeed, the report highlights that “the original performance inequalities observed at the start of sixth grade are half explained by those already present at the start of CP, the other half being formed over the course of schooling. The primary education system therefore directly contributes to the reinforcement of educational inequalities linked to social origin. Faced with this observation, it is imperative to act and several effective measures exist. The priority education network makes it possible to meet specific needs educational establishments facing a concentration of greater social difficulties. However, this system has a major flaw: the classification of schools is linked to that of colleges. As a result, schools located in priority neighborhoods of the city (QPV) and whose social positioning index is particularly low find themselves excluded from the REP network. However, these so-called “orphan” schools encounter the same educational difficulties as those whose home college is classified REP or REP+. These schools thus accumulate difficulties without having the necessary means to deal with them, constituting so many losses of opportunity for the students. This is the case of the Les Fabulettes - Anne-Sylvestre school group, located in a QPV in Rouen. Its social positioning index is 84, comparable to that of establishments already classified as REP. However, this school group, like many orphan schools, does not benefit from additional resources even though it must face an increased lack of human and educational resources as well as significant academic difficulties linked to social inequalities. While waiting for an overhaul of the priority education map, the current version of which is more than ten years old, she wishes to know if Resources will be committed from the start of the 2027 school year to act in favor of equal opportunities and improve the quality of teachers' work.
