Summary
Mr. Lionel Vuibert draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the future of cogeneration units resulting from agricultural and territorial methanization, particularly in rural areas. In several regions and particularly in the Grand Est, many installations are gradually reaching the end of their electricity purchase obligation contract. But the The guidelines adopted within the framework of the third multi-annual energy program (PPE 3) now provide for a priority reorientation of the sector towards the injection of biomethane into the networks, to the detriment of cogeneration. This development arouses great concern among the operators concerned, even though many units already participate in a balanced territorial energy model, combining production renewable energy, local heat recovery, additional agricultural income and organic waste management. On the occasion of the 2026 International Agricultural Show, the Grand Est region and regional players in the sector signed a charter “Towards sustainable methanization in the Grand Est”, reaffirming the structuring role of methanization for rural territories, agriculture and the energy transition. This The charter recalls in particular that methanization contributes to energy sovereignty, the reduction of greenhouse gas emissions, the recovery of organic waste as well as the development of sustainable and non-relocatable jobs. It also underlines the need to strengthen existing installations and encourage the conversion of end-of-life cogeneration to injection in order to avoid industrial wastelands. However, if certain installations can consider a conversion to injection, this development often requires significant investments, sometimes complex and expensive connections to gas networks and does not always correspond to the territorial realities of small agricultural or rural units having already developed local uses of heat. With more than 200 units operating in cogeneration, the Grand Est, pioneer region, is the region with the largest number of cogeneration units facing the lack of solutions when electricity purchase contracts expire. Many projects today are based on sustainable and local territorial models, which local stakeholders wish to maintain without necessarily increasing the size of the installations. In this context, he wishes to know what guarantees the Government intends to provide concerning the maintenance or adaptation of support systems for renewable cogeneration units arriving at the end of the contract and how existing production capacities as well as the specificities of territorial cogeneration models will be taken into account in the energy trajectories defined by PPE 3.
