Summary

Ms. Fabienne Colboc questions the Minister of State, Minister of Ecological and Inclusive Transition, on the policy of eradicating Asian hornet nests put in place by the State. The Asian hornet was discovered in France in 2004 and has since proliferated throughout France. Following several arrests of citizens of Indre-et-Loire, in particular from beekeepers whose hives are subject to repeated attacks, Mrs. MP questions whether the State is responsible for the destruction of Asian hornet nests. Decree No. 20172017-595 of April 21, 2017 relating to the destruction of exotic species requires prefects to specify by order the conditions for carrying out operations to destroy Asian hornet nests. From one region to another this question is treated very differently. Legislative texts already adopted at national level and extra-community do not clarify this point: who is responsible for destroying these nests? In fact, the cost of destroying nests must very often be borne by citizens and amounts to 150-200 euros. This significant cost leads to a lack of declaration on the part of individuals, which encourages the proliferation of Asian hornets. Dangerous for the environment (decrease in the number of bees, depletion of biodiversity), they are also for citizens (bites can be fatal). This is why support by the State is essential; the report from the Ministry of the Environment published on March 29, 2017 also recommended the urgent establishment of “national mechanisms” to combat the proliferation of the species. In this context, she would like to know what strategy the Government intends to implement to fight against Asian hornets, and what solutions he recommends to ensure effective destruction of hornet nests, and prevent the cost from being borne by citizens.
